Updates to New Goods and Services Lists for the Oil and Gas sector in Angola

As a result of the enactment of the new Local Content Law (“LCL”) through Presidential Decree no. 271/20 which was passed on 20 October 2020, Agência Nacional de Petróleo e Gás ("ANPG") has recently published the list of goods and services which are subject to the exclusivity, preferential and competition regimes.
The new LCL sets out the local content requirements for oil and gas operators – including oil companies and services providers. In this context, the new LCL introduces the following three different regimes which apply to the provision of services and goods in the oil and gas industry:
- the exclusivity,
- preferential, and
- competition regimes.
Unlike the local content regulation published in 2003, the new LCL does not include the list of goods and services falling within each regime – this previously created uncertainty for oil and gas operators. However, a list of these regimes has now been published by ANPG. View the summary of goods and services here
Please be reminded that registration is mandatory for oil and gas service providers which can be completed on ANPG’s website.
