Eversheds, EY and Mott MacDonald advise Transport for Greater Manchester on light rail system expansion

    Eversheds, financial advisor EY and technical advisor Mott MacDonald, are advising Transport for Greater Manchester (TfGM) on the procurement process for the operation and maintenance of the Manchester Metrolink light rail system.

    On 2 February 2016, the project successfully achieved a significant milestone when TfGM issued an Invitation to Negotiate to the four shortlisted bidders for the contract: KeolisAmey, National Express, Transdev and incumbent RATP Dev.

    The new contract, which is due to be signed early next year, will run from July 2017 for a term of seven years, with a potential extension of up to a further three years.

    The successful contractor will be responsible for both the day-to-day operation and maintenance of the Metrolink network and infrastructure. The contractor will be expected to deliver a high quality, safe, reliable and customer-focussed service, and support the many major events that are frequently held across the city.

    The Metrolink system is the largest tram network in the UK and is of strategic importance to the economy of Greater Manchester as it provides fast and frequent links across the region, supporting employment, leisure and tourism. By 2017 the system will include a fleet of approximately 120 trams, 90 km of track and overhead line, 93 stops, and 44 substations; two operational depots. By the end of the decade it’s expected that 40m passenger journeys will be made on Metrolink each year, up from 33m in 2015.

    The commencement of the contract will coincide with Metrolink’s silver jubilee and the completion of the Second City Crossing project, the final piece of a transformational expansion programme that has trebled the size of the original Metrolink network.

    The Eversheds team is led by Partner Jackie Heeds working alongside Partner Anne Harris and Associate Aneliese Bayley, and specialist procurement Senior Associate Leyna Stewart.

    The EY team is led by Partner Manish Gupta supported by Assistant Directors Andrew Mee and Felix Beeson, and the Mott MacDonald team comprises of Consultants Kevin Shaw and Clive Pennington.
