Alex is an English law qualified banking and finance lawyer. He combines sector and technical knowledge with his time as an investment banker at HSBC, Robert Fleming and Bank of America Merrill Lynch.
With over 25 years’ experience, Alex has advised on transactions in more than 60 jurisdictions across Europe, CEE/SEE, MENA, PRC, Hong Kong and emerging markets.
He acts for funders, including senior, mezzanine and credit insurers, borrowers, governments and government agencies and sponsors,. A number of these financings involve development banks, ECAs and multi-lateral organisations. Alex advises these and other organisations on acquisition and asset finance, capital markets, project finance, real estate finance and securitisation and structured finance transactions. He has particular expertise in complex cross-border restructurings involving tiered debt structures.
Alex has advised on a number of ‘first of a kind’ or ‘first in jurisdiction’ deals. These are generally high-profile infrastructure and project financings, with overlapping regulatory issues that give rise to negotiations at the most senior levels of government. Questions of public interest are another aspect that frequently arises in these transactions.
Alex’s sector experience includes energy (oil and gas, upstream, mid-stream and downstream and petrochemicals), infrastructure and transport (airports, ports, railway and roads), power (coal and nuclear), public sector (education, healthcare, hospitals and social housing), renewables (co-generation, geothermal, hydro, nuclear, solar, waste-to-energy and wind) and waste and waste water.
Alex is a Registered Foreign Lawyer in Hong Kong.
Representative deals include advising:
- China Development Bank as lead arranger on various multi-billion credit facilities for part financing the implementation of the GBP21+ billion Hinkley Point C nuclear new-build project in the UK
- Dover Harbour Board on the financing of the c.GBP360 million upgrade of the Port of Dover in the UK. This was the first transaction of its type in the UK Trust Port sector
- a major international developer as bidder on the acquisition financing of a bid for London City Airport that was sold for c.US$2.3 billion
- a consortium as bidder on the c. US$450 million waste management/waste-to-energy PPP in Belgrade, Serbia
- a UK listed company on its GBP625 million securitisation and RCF facilities
- RBS/Lombard on the structuring (using PPP principles), financing and implementation of Gibraltar's primary power station, replacing a mix of aged oil burning generators
- a multi-lateral development bank on the debt financing of a c.US$250 million new-build marina, office, hotel, apartments and retail development in Aqaba, Jordan
- Grupa LOTOS on the debt financing of the c.US$2.9 billion upgrade and expansion of the Gdansk oil refinery
