Agnes is a partner in our Corporate and Commercial Team specialising in Transport Projects (bus and rail). She has more than 21 years’ experience advising the rail industry having started her career working for the Office of Passenger Rail Franchising, the Government Agency that was responsible for the privatisation of the British Railways.

Agnes has extensive experience advising on complex rail infrastructure projects (Brown and Green field railways) in the UK and International markets including advising on PPP structures for railway projects in Asia, North America and the Middle East; assisting Government Authorities in the development and implementation of procurement structures for the competitive tendering of rail projects; advising private sector clients on rail and rail related matters including advising on tenders to design, build, finance, operate and maintain complex rail infrastructure projects and advising on the procurement of Rolling Stock (including trams) and associated maintenance and technical and spares supply agreements.

A snapshot of Agnes’ flagship projects include advising:

• a UK Government Authority on the competitive tendering of concession agreements, single tender direct award of concession agreements, capacity enhancements including procurement of new rolling stock and advising on the mobilisation and transfer of assets and liabilities from the incumbent operators to the new successor operator;

• a consortium in relation to its tender to act as the AssetsCo for the Singapore to Kuala Lumpur High Speed rail project. The AssetsCo will be responsible for the delivery of the above ground rail infrastructure (including track and signalling) and the procurement and maintenance of the rolling stock;

• a consortium in relation to their tender for the RER Package 3 Toronto Metrolinx;

• a Middle Eastern Transport Authority on the competitive retendering of is Metro and Tram operations;

• the winning bidder in relation to its bid to operate and maintain the Californian High Speed Rail;

• a bidder in relation to its bid to operate the metro and tram operations in Qatar;

• a bidder in relation to bid to supply, operate and maintain buses in the Abu Dhabi Metropolitan area;

• an Asia concessionaire in relation to the procurement of additional new rolling stock and the modifications to the traction power supply on its existing rolling stock.
