Brexit and the legal implications for businesses

Dr Totis Kotsonis is a competition and EU law partner recognised for his particular expertise in public procurement, State aid and regulatory law, including aviation, rail and energy regulation. Totis leads the firm’s procurement, State aid and EU regulatory practice, which spans all major sectors, including aerospace and defence, transport, energy and infrastructure. He advises on both compliance and contentious matters, including in relation to litigation in national courts and the Court of Justice of the EU.

Totis has been recognised in legal directories for his “unparalleled knowledge” and “'stellar reputation for his work in relation to State aid rules, EU procurement law and sector and utility regulation", and for combining “impressive legal knowledge with excellent judgement and pragmatism, offering multinational clients a wealth of insight into areas including utilities and energy.” Amongst other accolades, Totis is listed as a top tier of procurement experts in Chambers UK 2018 whilst the latest edition of international legal directory Who’s Who Legal lists Totis as the highest ranking “thought leader” for government contracts in Europe, the Middle East and the Africa region.

Totis has given advice in the context of major transport, construction and renewable energy projects across the EU, including the largest wind energy project in the UK, the construction and operation of the first renewable energy project in Cyprus, the privatisation of regional Greek airports, and the construction of a nuclear power station in Bulgaria. His has advised among others, utilities and infrastructure operators, including ports and airports across Europe, multinational aerospace and defence companies, as well as a number of European Governments and the European Commission.

Totis writes and speaks regularly on public procurement, State aid, and EU regulatory matters and in that context has been interviewed by news agencies, broadcasters and the press. Since June 2016 he has been a regular commentator on Brexit and its implications for UK public procurement, compliance with State aid rules as well as in relation to aviation and energy regulation.

Totis is a member of the European Commission’s stakeholder expert group on public procurement. The group is tasked with assisting the European Commission in shaping the public procurement policy of the European Union. He has a PhD from the London School of Economics and worked in another international law practice for 13 years before joining Eversheds in 2014.
