Practice notes

Ciaran is a Consultant in Consulting, having joined in October 2016.

Ciaran specialises in regulatory consulting, in particular in the financial services sector. Prior to joining Eversheds Sutherland he was Deputy Head of Enforcement with the Central Bank of Ireland.  His recent experience in that role includes:

  • Leading a number of ground-breaking enforcement investigations and cases resulting in the imposition of sanctions on firms and individuals;
  • Managing the Central Bank’s Enforcement team dealing with investigations of the fitness and probity of individuals; 
  • Leading the Central Bank Enforcement Division’s engagements with enforcement colleagues in the ECB and other European regulators on enforcement –related cases and legal and policy issues under the EU Single Supervisory Mechanism regime. 

Ciaran has considerable experience of regulatory issues across a number of regulated industries internationally, both in-house and in private practice, having practised in Brussels, London and Dublin. He also has a wealth of experience of EU law, having practised in this area for over 20 years and having pleaded cases (including a major cartel case) before the European Court.

Ciaran regularly provides training, lectures and conference speeches on regulatory matters.
